capitalization writing aid always on

The auto-correct function is always on in calc. It does not matter if the Writing Aid Option "Check Capitalization" box in the Language Settings of the Options under the Tools Menu is checked or unchecked. This has been verified in both Win98 and Linux Red Hat 7.3.
I didn't state the error too clearly in the my first entry. The first letter written into a cell is always capitalized. (sorry...brain-dead!) While looking into this a little deeper, I found that I can override the error this creates by setting Case/Characters under the Format menu to lower case for cells where I require the first letter to be lower case. This sets all letters in the cell to lower case. I can then go in and set the letters that require capitalization back to uppercase individually, while allowing the first letter of the cell to remain lowercase. It works, so I reset priority of the defect to P5.
This issue is quite similar to Issue 5021, which is marked as a duplicate to Issue 5743. Note that I have all the option features disabled in the Writing Aids setting. I have the spell checker and thesaurus enabled, and all of the dictionaries enabled, but no options are enabled. Yet, the capitalization has a mind of its own and requires manual adjustments to control what is capitalized and what is not. *** This issue has been marked as a duplicate of 5743 ***
