When opening a document containing a macro, the user is prompted to enable or
disable macros. A user may choose the default action which is "Disable" although
being not conscious or later forgetful about this.
 
Later the user can choose the menu item Tools - Macro - Run Macro, everything
works as usual, the macro is selected and the Run button is pressed. But nothing
happens. The macro does not run, but there is no warning or error message such
as "Macro Disabled".

If the user goes instead to the Basic IDE and trys to run the macro there there
is a warning dialog (see attached), which says to check the security settings.
the message is not helpful as it does not mention which security settings are
referenced. The Tools - Options - OOo - Security settings are not relevant in
this case.

From all that I guess the issue might be... 
(a) the message at Basic IDE should say something like "This document has been
opened with macros disabled"
(b) the same message should also be displayed if the user trys menu Tools -
Macro - Run

This is a good idea, this behavior never failed to annoy me too.

But this is not so simple because the user should be aware of the condition of
the security level at all times which is not obtained by a messagebox. Maybe
more a statusbar item or something in the titlebar - whatever.
