missing licensce information for cs_CZ dictionary files

[split out issue for licensing issue found in i#54505] - the dictionaries/cs_CZ files are distributed without any licensing information; the only file having a license information is the makefile. The bug submitter claims that this license is only valid for the makefile. - dictionaries/cs_CZ files don't list a copyright holder. missing these information, maybe assume as a safe default that these files must not be distributed at all?

hrm.. I took the list I gave to doko from issue 54505 where cs_CZ apparently was also mentioned. This issue probably is NOT invalid, though, since the patterns can be downloaded from the website. Please check whether they fullfill the rules for redistribution of the LPPL. If that one's ok it can be closed..
invalid. there is only thesaurus file in the CVS. Please file new issue with more details if you find some problem.
