For paragraph heading styles, if styles are linked to others (except main one
'Heading'), outline numbering is deffective after a save.

Clarification :
At creation, everything is fine.
Save, close and open again.
Add a heading somewhere => numbering is wrong.

MRU->OD: see attached document; there, Heading 2 id derived from Heading 1. This
seems to cause that always a new numbering is created when a Heading 2 style is
applied to any new paragraph (either by "Enter" in the middle of a Heading 2 or
by adding a new one)

Strange information : according to what has been seen by users and I confirm
this after a quick test, it works fine as soon as the document is opened with
the very same version used for creation (note that if you upgrade and then
downgrade, the bug remains).

Something in the upgrade 'wakes up' the bug.

Here are below 2 documents :
- one created with OOo 2.1 with the issue because has been opened and saved with
2.2. Note that according to OP, issue didn't occur when he was using 2.1.
- one created (on my system) with OOo 2.2; the issue doesn't occur on my system.

There are some differences in the content.xml files :
1. Headings declaration
- <text:h text:style-name="P11" text:outline-level="1">INTRODUCTION</text:h>
  for the 2.1 file
- <text:h text:style-name="Heading_20_1"
text:outline-level="1">INTRODUCTION</text:h>
  for the 2.2 file

2. Tags for the numbering list
- <text:list-item> as end tag in the 2.1 file.
- <text:list text:continue-numbering="true"> in the 2.2 file.

OD->hagar_de_lest, MRU: 
In OOo 3.0 RC3 the situation is cleared:
- create new text document
- link paragraph style "Heading 2" to paragraph style "Heading 1"
- Switch on numbering for list level 1 and 2 of the outline style (menu Tools -
Outline Numbering)
- apply paragraph styles "Heading 1" and "Heading 2" to certain paragraphs
- save-close-load
- apply paragraph styles "Heading 1" and "Heading 2" to new paragraphs
--> everything works fine.

Resolving as WORKSFORME

This issue is not resolved yet, I am using OO 3.0 and I still have this problem.
