OOo should warn a restart is required after adding an extension for a new file type

After using Tools:Package Manager to add an .oxt extension that adds support for a new file type, immediately trying to open such a file fails, it is not recognized, and the utterly confusing Filter Selection dialog pops up. OOo should warn the user that a restart is needed. (Or alternatively, it should not require a restart in the first place, but know how to handle this nicely and dynamically.)

Could you provide an extension with which I can reproduce this?
Hi... I'll add a small extension which shows the problem... After installing this extension you have to restart the Office to make the toolbar and the menu appear in Writer and in Calc... Toolbar: Library1 Menu: Libraray1 (sorry for the typo...) each has one item, which display a msgBox... that's all... I used Paolo Mantovani BasicAddonBuilde to create the Extension... adding jl to cc...
