In the current idl description of the property 'Border" that is contained in
(almost?) all  controlmodels of css.awt. The possible values are currently 0,1,2
denoting either 'no border', 'flat border' or '3D border'. Instead of defining
literal values it would be better to refer ot css.awt.VisualEffect. This
enumeration is specified the same.
