Followup to issue 40391. The same surrogate support code which works on WinXP
doesn't work on Win2K. This should needs to be analyzed.

Changing target milestone, though I don't know and don't have the time to know if it still happens. Can somebody

Yes, this still happens with OOo 3.0 Beta on win2k.
How to reproduce:
(need HG-MinchoL-Sun.ttc)
1. open Writer
2. Insert->Special Charactes...
3. select HG MichoL Sun
4. scroll down to bottom
Then Kanji characters beyond U+FFFF are not shown correctly on Win2K.
