* How to reproduce:

1. Start a document in Microsoft Word (2003).
2. Add page borders to it (Format > Borders and shadow > Page borders > Add
borders on both sides of pages > Options > Measure from text > Uncheck header
subjacent and footers subjacent).
3. Edit the header and the footer and add somehting to them (for ex. the words
"header" and "footer")

The result will be something like this (| is the border and . is blank space):

...header...
|..........|
|..........|
|..........|
|..........|
...footer...

The borders will be limited by the header and footer. They won´t go from the top
to the bottom of the page (because the options "header subjacent" and "footer
subjacent" were unchecked).

3. Save this document normally as a .doc.

4. Now open the saved .doc in OpenOffice.org Word Processor (v. 2.1).

5. It will open just fine, except for the borders, that will go from the top to
the bottom, including around the header and footer, like this:

* Why does it happen:

I think it happens because unlike MS word, Oo Writer does not have an option to
exclude the header and footer from the page borders. I think it´s a
non-implemented feature, but I don´t know the reason it´s not there.

The funniest part is you´re able to do the other way around. I mean, it´s
possible to have borders just in headers and footers, but not around text body.


* Why I´m reporting this feature:

The majority of the text documents people have here in my company were edited
and saved in MS word with page borders. Actually, it´s the default template
here, which people use a lot. At top of the page, comes the company logo (with
no page borders). And at the botton of the page, comes the company address (with
no page borders). But the text body has page borders.

I´m trying to leave the microsoft office solutions here in my company and
substitute them for the exciting openoffice.org. However, I´m having trouble
with this particular issue. So, in other words, I cannot migrate to Oo. I´m
stuck with MS word... :-(

I´m not a programmer and I have no idea whether it´s a feature easy or not to
implement. But it´s sure something I would want to quickly see in Oo, so I can
adopt it here in the company.

I confirm this error in OO 2.1 running on Win XP :
In our Writer borders are extended to header/footer.

MRU->FL: MS Word has two options in the page border settings. These are called
"Surround header" and "Surround footer". A similar thing must be implemented in
Writer if such documents should be imported correcty.

Yes, that´s the name of the options: "Surround header" and "Surround footer".
I´m sorry for getting it wrong in the initial description.

I confirm this issue with OpenOffice 2.0.4 on Fedora Core 6. Documents with
borders from msword reach both headers and footers, even when they were composed
without the "surround header" and "footer" option. I think Writer should contain
this option either.

"One way to achieve something like this is to modify the Default paragraph style
(which most other styles are directly or indirectly based on): Set that style to
use the frame you need, and check "Merge with next paragraph". Then you must
change the paragraph style for headers and footers to not use frames.

Caveats:
This solution is effective for new documents, but not for older documents
created by MS Office. (Use MS Word viewer to get correct rendering of those
documents.)
This solution will yield a border fitted to the text, not to the page. That may
be a problem if you want consistent frame size on your document pages. If the
text doesn't go down the full page, then neither does the surrounding border."

So, it might be a good solution for this issue! Maybe the matter should be seen
by the paragraph formatting point of view, and not page borders one. If there
were a option to fill, by default, all pages with framed paragraphs, it could work?!

I have the same issue. A lot of documents I'm importing don't come right 
because of the headers and footers borders.

The same here.
And... please, is possible check Target Milestone?
"OOo Later" is very obscure.
This means OOo 3.0 until OOo "Infinite" version :-)

Modifying the Default paragraph style doesn't really solve the problem : when
there are footnotes on the same page, the border of the main text and the border
of the footnotes don't merge together.

No doubt... I've tried several workarounds, but none of them would solve the
problem. This function should be implemented in order to solve the issue. If you
