Grouping inserted objects with created objects doesn't work

Hi gang, When I insert a jpg or a gif and then also create circles over the image to highlight areas I cannot then group the gif or jpg with the circles. Selecting the area will group the circles but not the inserted jpg or gif BUT if I cut and paste the image into Draw and then cut and paste it back into writer it then works. Anyone know what is up with this? Why does it work when I cut-and-paste from Draw but not when inserted? This might also apply to Impress but I haven't tested it. This method never fails for me.
Writer can handle pictures in two way: as frame object or as drawing object. If you insert it via Insert > Picture it will become a frame object. You get the picture tool bar and you can format it with a style out of the group "frames". When you copy a picture from a Draw document it will be in different kinds in the clipboard. One of them is the drawing format and it is the default for inserting. For a drawing object you have no style in the style and formatting window and you get no picture tool bar, but you can format it via context menu. And that makes the different in grouping. You can only group drawing object. If you have inserted a picture as drawing object, you can group it with other drawing objects in writer too. You only need Draw, to get the picture as drawing object. *** This issue has been marked as a duplicate of 30523 ***

shouldn't there be a way in Writer to switch it from a frame object to a drawing object? It shouldn't require the opening of another application. I do this all the time. I bring in a photo and then use circles and text to highlight the object but when I move things around they don't move together so I have to go to Draw to make it work properly. Surely, I can't be the only one that would want to group these objects together without having to use Draw. Can't we put a switching feature in Picture properties window under the Type tab? I'm leaving this as a Writer problem because I believe that Writer should be a program that one can use to accomplish what they need to without having to open another package like Draw.
This switch option will not be needed anymore when the implementation for issue 30523 has been done. This will allow you to group any object in OO Writer. *** This issue has been marked as a duplicate of 30532 ***

Our plan is to get rid of the special Writer objects and use the Drawing objects instead. This will need some additional features implemented at the latter. So instead of investing time for implementing the conversion we prefer to avoid it at all. BTW: this issue has got the wrong duplicate number. So I reopen it to correct that.
