The dialog Slide design (Format|Slide design)
has a checkbox (at the bottom) to be able choose to remove backgrounds that are
not used.
However, backgrounds not in use are always removed, also if the checkbox is not set.
This behaviour already was there in OOo 2.0.4 (and maybe earlier), and is still
so in 2.2
