I am using OpenOffice 2.2. I cannot find a way to change the default 24 hour
clock to a 12 hour clock in the Headers and Footers section of Calc. Can this be
done and, if so, how?

You seem right, Myles.
I made a few tests in OOo 2.2 Calc and it seems impossible to change to 12hour
format.

Confirming with 2.3m211 on WinXP - as described.
I think this is yet another dup of 
http://qa.openoffice.org/issues/show_bug.cgi?id=51662, but will leave the 
decision to developers.
