It is hard (up to impossible) to tell which of the report design's components
the property browser is actually bound to.

That is, wether it is currently displaying properties of the report as a whole,
of a certain section, or of a control, can only be seen by examining which parts
of the design are (or are not) selected.

Expected behavior would be that the property browser has some kind of title bar,
which displays the object being show in it.

This is a new implementation in CWS oj14. Adding keyword "new_implementation",
targeting to OOo 2.x.

It's more an enhancement than a defect.

Change target to 3.0 because it can not be fixed in the timeline for 2.4 
UI/Feature freeze.
