RPT: changing the height of a section via property browser allows for invisible controls

In the report design, if you try to change the height of a section via mouse, then OOo will prevent the section being too small: it enforces that all controls are still visible in the section. If you change the section height via the property browser, then it allows you arbitrarily small values, so that controls can become effectively invisible. For consistency reasons, the property browser should have the same restrictions as the mouse-UI.
This is about a new implementation in CWS oj14. Adding keyword "new_implementation", targeting to OOo 2.x.

Tested with XP, OOo 2.3 stable, SRB 1.0.1 You can not make a section too small with the property browser size setting - you can grow the section but see ISSUE 81992 for new problem with making it smaller again
