In an arbitrary report design, move a control with the mouse to a point where it
is partially outside the section. This results in the section automatically
being enlarged (which is fine). However, this creates two Undo actions, where it
probably should be only one.

This is about a new implementation in CWS oj14. Adding keyword
"new_implementation", targeting to OOo 2.x.

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

change target to 2.3 because issue will be fixed in a OOO 2.3
