Confirming the problem (OO2.2 on WinXP) - new format would not appear even in
new document.

This seems to have been confirmed some time ago, but it's status is still NEW.

Is there any progress on it?

Confirmed On Windows XP SP2, OOo 2.2.0. The user-defined date format is lost
after the operation steps. Needed to be solved for users' convenience.
