OpenOffice.org 643b Windows 2000

Open a new text document. Select Insert horizontal line.
In the insert horizontal ruler dialog select the first line.

- the third line in the list is actually inserted. 
This holds true for all lines, i.e. the actual line inserted is two lines below
the line which was selected.
If the user selects the last or second last line in the list of lines, nothing
is inserted.
