0. open a new database
1. create a table with any field
2. open the report designer and bind it to the table
3. insert the fields in the design area

-> inserted field and label field is selected
=> conditional formatting is inactive (because of the double selection), you
have to reselect the single field -> that makes a pretty hidden feature of this
an is not good usability

Hmm, what would you expect? Selecting only one control? Not really a good idea,
as it would kill the feature that you can move both newly-inserted controls
around. Enabling the menu item when multiple controls are selected, but then
open the dialog for /one/ of those controls only? That'd be a pretty bad UI ...
I'm tempted to resolve this as INVALID ...

Why not, if the multi selection contains a data field and a label field.
If you select 2 data fields the menu item should be disabled.

Because that's incomprehensible magic, IMO.
- enable if one data field is selected
- disable if one label field is selected
- enable if multiple fields are selected, with only one data field
- disable if multiple fields are selected, with more than one data field
Huh? Nothing an user would easily grasp, IMO. At least it would be harder to
grasp than "enabled if and only if exactly one data field is selected".

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

The first thing you after inserting the fields is to position them and as
described above conditional formatting is only available when one formatted
control is selected.
