1. open a new report design
2. open the grouping and sorting dialog
3. insert 2 groups
4. move the second group before the first via D&D 
==>> crash when release the mouse button.

fixed the crash, submitted follow-up issue 77715 for the wrong result of the
drag'n'drop operation.
