In report design insert an image via Einfügen > Bild > Aus Datei.
In that dialog the option "Verknüpfen" is disabled. The inserted Picture is
always linked.
That is uncomfortable if you want to move your database document. All other
parts of the database, especially the forms and reports, are included but you
have no choice to include the picture.

Worse thing in that dialog is, that the disabled option "Verknüpfen" doesn't
show a mark. Therefore the user thinks, that images are embedded by default.

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

submitted issue 77905 to *somewhat* relax the situation. A full-blown concept
for linking/embedding images is out of reach for 2.3, sorry.

a full concept could probably be described along those lines:
- By default, graphics are linked.
- Though, the user is able to decide (at insertion time) that a graphic should not
  be linked, but embedded. In this case, the graphic is really embedded into
  the report document (which is embedded in the database document)
- For an embedded graphic, the property "Preserve as Link" is not available (or
  disabled)
- The "Edit Links" dialog is available per menu item "Edit / Links ...", as
known from
  the other applications. It allows to change linked graphics to embedded graphics.

The Report Designer iTeam decided to retargeting this issue to 2.4.
