Create a report with report header/footer or page header/footer.
Set background color for the sections.
Decrease height of the sections to for example 1cm.
Edit > report header/footer delete
Undo

The background color is lost and the height is set to default 3cm.

This happens with both report header/footer and page header/footer.

The Report Designer iTeam decided that this issue is a show stopper for the
release of the report designer. Targeting to 2.3, thus.
