- open the attached database document
- open the report "countries, tabular" for editing
- in the properties of the report, enter
  "Continent" = 'North America'
  as filter
- execute the report
=> note the final report contains two rows
- save and close the report design
- execute the report by double-clicking it
=> the report has much more than 2 rows
- open the report for editing
=> the value of the "Filter" property is gone

This is a new implementation in CWS oj14. Adding keyword "new_implementation".

The Report Designer iTeam decided that this issue is a show stopper for the
release of the report designer. Targeting to 2.3, thus.
