- open the attached database document
- open the contained report for editing
- execute the report
=> an empty document opens
- in the report design, change the "Visible" property of the Report Header
  from "No" to "Yes"
- execute the report
=> a properly filled report document opens

Seems that as soon as the report footer is not visible, the resulting document
is empty.

This is a new implementation in CWS oj14. Adding keyword "new_implementation".

The Report Designer iTeam decided that this issue is a show stopper for the
release of the report designer. Targeting to 2.3, thus.
