WW8: import loses cyrillic text content; may lead too Loop

When try to open file PZ_1.doc in Writer, I lose some content of my document. In MSWord I see all text. If I make preview of this document, I can't exit preview because OOo doesn't respond. Also I can't "Select All" in this document - both from menu, and using keyboard. I can see hidden content by the way: delete text frame from header, preview document, close preview. Also we can see text when select empty space in the end, change paragraph style to "Default", for example. We get some empty space and text in the end. Select text, including empty space and change paragraph style once again. Undo, Undo - and we can see all text.

The problem is the frame in the header. It is a WW6-style frame, German "Positionsrahmen". How was the document created?
I can't say exactly how document was created. I downloaded it from site of ukranian ministry. It's almost 100% that it was created in MS Word. I can say nothing about it any more.
MRU->HBRINKM: see attached document. From the beginning of page two there is the rest of the content missing. Selecting all or Undo on deleting text may lead to loop in this document. Broken since OO 2.0.3.

According to our new regression issue handling for the 3.4 relrease the field priority is now used as the order we want to work on them, no longer as a "severity". The high number of regressions in the WW8 filters makes it necessary to prioritize them as we won't be able to fix all of them for 3.4. We decided to first focus on the export. Thus most regressions in the import filter now get priority "P4", what means that they will be reevaluated in the next release cycle.
Reset assigne to the default "issues@openoffice.apache.org".
