Open a new workbook
Drag the scrollbar width until it half covers "Sheet3"
Let the mouse hover over the scrollbar width handle
The tooltip for "Sheet3" appears even though the mouse is not over any part of
the tab.

This is confusing as when the tooltip appears the mouse pointer changes back to
an arrow and remains so even after the tooltip has timed out and vanished.

Andy, thank you for using and supporting OOo.

The tooltip appears because the "Sheet3" tab is hidden and the tooltip
displays the full name of the tab.

Changing to an enhancement request.

The showing of the partially occluded tab name as a tooltip is
perfect.  My original report was not to object to this behaviour
(which is extremely useful).  My objection is that this behaviour is
still in operation even when the cursor is not over the tab itself. 
It's a bit unnerving when you move over the scrollbar width adjuster
(which, being a small target, is hard to hit) and just as you hit it
the cursor changes shape (giving the appearance that it has jumped off
the adjuster) and the tooltip appears.

It could well be that I am requesting an enhancement (i'm still a
little sure of the nomenclature here).  I marked it as a defect as it
seemed to me that this would not be the originally intended behaviour.
