If an inserted picture/image is deleted and the deltion is undone with
Edit->Undo (or CTRL-Z) the Arrangement (the one which can be altered by
left-click on image ->Arrangement->Bring to front etc.) is wrong.
The picture is always inserted on top.

I Selected Win2000 in OS, because I can test this but others are likely
affected, too.

Reproduce:
 1) Insert a picture with Inser->Picture->From file (I think that's the ways the  
    menus are called in English).
 2) Use the drawing toolbar to draw a line or rectangle or whatever ONTO the 
    picture.
 3) Select the picture and delete it with CTRL-X or DEL.
 4) Press CTRL-Z to undo the deletion. You will notice that the picture is now 
    on top of the line/rectangle/... instead instead of the other way round.

I checked with "2.2.1  Multilingual German version WIN XP: [680m18(Build9161)]"
and also "2.3.0  Dev. Snapshot  WIN XP: [680m222(Build9183)]"; I can confirm the
problem with both versions.

It's really a WRITER problem, works fine with DRAW and CALC

I saw the same problem with delete / undo for frames, but not for DRAW elements
like 'ellipse' or 'callout'
