I have 4 data columns (2000, 2001, 2002, 2003): 1) uses 2002 & another year I can't read because the colour is too close to white 2) appears to use only 2003 3) uses 2000 & 2003 4) is identical to 3) in all aspects

I do not understand the issue. The summary says something about chart type "stock", but your example is a column chart? Your example has got a secondary y-axis. Perhaps that is confusing? Please write a step by step description what you are doing, what you get and what you expect to get.

The year numbers are surely no values but "labels". Therefore you must check "First row as label". You have chosen the variant "Stock Chart 1". This variant works on two or on three values. But you have set four. That cannot work. Please read the help for "stock" chart. If you find something in the help being unclear, please point it out, so that we can improve the help.
I was in my "Maliciously Naive User Mode"! The Help explains a lot, sufficient for this example anyhow. May I suggest that a suitable Error message be displayed when the data is obviously wrong for the type of chart requested? Ether that, or the appropriate help page should automatically popup, or at least an offer to display it. So I think this should be changed to be an enhancement. I bet I am not the only one to casually check out the chart varieties with inappropriate data.

confirmed, a hint for the user would be helpful here. Details have still to be considered.
