In the current mws_oog680 (to-be-OOG680_m3), I try to install report builder from the same build on Mac 
OS X and also Linux x86.

The dialog with "Cannot find a localized license text or a default license text."

The message is in English (#i67312#) and I can't install Sun Report Builder at all.

It worked in m1 -> regression introduced in m2.

It can be installed by unopkg and even the license (but wrong one, see #i79598#) is displayed while 
installing it.

easy to fix:

in description.xml change:
<license-text xlink:href="registration/license_en-US.txt" lang="en-US" />
to
<license-text xlink:href="registration/license_en-US.txt" lang="en-US"
license-id="en-US" />

(license-id is missing)
