-Open the extension manager,
-select 'My Extensions' or 'OpenOffice.org Extensions',
-click on the 'Add' button,
-in the 'Add Extension(s)'-dialog select an extension containing a license
agreement as a content, which comes up in a further dialog,
-click on 'Open': First the 'Adding Extensions' progress dialog comes up and
second the extension software license agreement-dialog comes up. That is the
wrong order. First the user has to accept the license, and after that step the
progress should become visible, not before.
