I received the following report from a user:

"I've inserted a table and wrote something in hebrew. Then selected the text and:
Format->Character->Position->Rotation/Scaling->270 deg
and it did nothing."

I found that if the cell with the Hebrew text has RTL text-direction, rotation
works ok. However, the problem occurs if the cell has LTR text-direction.

Yes, this is a known limitation, see issue 23041.
