enter some string into A1 of Sheet1
/tools/protect document/sheet
switch to Sheet2
open stylist via function key F11
try to change a style

--> not possible to change a style if sheet protection is activated on one of
the sheets

Issue 28985 and Issue 4679 seems to be doubles of this one.

Changing issue type to ENHANCEMENT. When talking to Niklas I got the information
that it is the defined behavior that templates cannot be changed whilst a sheet
is protected because if you change a template then you could change the
protected cells. And from my POV when looking at the templates all templates are
children of the "default" template so changing cannot be allowed if the
"default" template is used within the protected cell area/sheet.

A possible enhancement could be to implement the ability to allow changing of
templates that are not used by protected cells to allow further usage of
templates in a document that has sheet protection activated in other sheets and
the current sheet that you're working on isn't using sheet protection at all.
To be discussed if such a thing is feasible
