*This is a regression !*

Open blank new document -> stylist -> page styles -> right-click at active 
style -> edit -> header -> [x] Header -> more -> select lower border in 
selection box, ok, ok -> save and close document (equal in which format, odt, 
sxw, doc). Open document again - header border is vanished.
Repeat same procedure for footers.

I see the same error with odt-documents on WinXP Home with SRC680m235. It seems
to be a load problem. If I open the saved document in OOo2.3.1RC1 then the
borders are there. If I create a document with borders in OOo2.3.1RC1 and open
it with SRC680m235, the borders are lost.

Not only the borders: background, indents, spacings...

Fixed in cws sw8u10bf02 in 
sw/source/core/unocore/unostyle.cxx

Summary changed, the documents are written correctly but not loaded anymore.

Broken since cws swwarnings
