Upgrading from version 2.0 to version 2.3.1 under Windows2000.  Installation
removed the version 2.0 program and installed Java.  OpenOffice Version 2.3.1
fails to start.  The error message is: The application cannot be started.  User
interface language cannot be determined.  Version 2.3.1. needed to be completely
uninstalled and version 2.0 put back.  Version 2.3.1. is completely unusable on
this computer.

I can't reproduce. I've upgraded my OOo 2.0 (en_US) with OOo 2.3.1 (en_US) and
it starts fine afterwards. Do you use the same language for updating?
Workaround: Rename the OpenOffice.org2 folder in '<systemdrive>\Documents and
Settings\<Username>\Application Data' and restart the Office.

The installation package in question apparently installed an updated Java
runtime version 1.6.3.  This update also caused an unrelated program to return
the following error:  java.io.FileNotFoundException (The filename, directory
name, or volume label syntax is incorrect) when writing a file.  When I removed
Java 1.6.3 from Windows 2000 and reverted back to Java 1.4.2, the unrelated
software began working once more.

Therefor, the error in Open Office which returns the message that the default
language cannot be determined is most likely a bug or conflict in the version of
Java being installed.  I recommend that the installation for a Java update be
removed from the Open Office installer or allow a Java update to be installed as
a selectable option.

I have the same issue now on WinXP SP2 with OOo-3.0-m7. All previous builds
worked fine.

I just installed openoffice for the first time (2.4) and have this issue. now i
read about the possible Java conflict so i uninstalled the 1.6x Java update,
rebooted, but the problem persists. 
I'm on XP pro 2002 sp2.

i noticed this popup when i reboot, but I was able to use calc for a few days,
then i went to open a .doc and got the popup again, and writer wouldn't start.
now calc wont start either, or any of the other programs for that matter, though
i dont know it they would have worked before.

To avoid the possibility of a Java conflict you can get an OpenOffice
installation file without Java from:
for 2.4.1 
http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/680/OOH680_m17/Build-1/
for 3.0
http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/OOO300/OOO300_m9/Build-2/

Worksforme with Win XP SP3 and Java 1.6.0 using both 2.4.1 and 3.0.  I've
removed all other Java versions, but if you have more, you may need to select
one with:
Tools > Options > OpenOffice.org > Java   check Use a Java runtime, wait for the
installed versions to appear and check one of them.

Please try one or other of these methods and advise whether the problem is
resolved.

Does the problem still occur with current version ?
Probably this issue is outdated and should be closed as worksforme or invalid.
