When importing Excel XML files, the time portion of all date+time entries are
ignored. See Screenshots. You can test with the example file.

In OOO300_m3 On WinXP,the issue still exists.
Open the XML file by Insert - Sheet From File… or Open_button in Calc, both 
does the same.

Confirmed in OOo3.0_RC1 on WinXP

This was fixed recently in bug 82849.

Resolving duplicate.
