This is found in Chinese version OO2.4
Please reproduce like this:
1.Create a database file;
2.Create a table in this database,and names it Table1(表格1);
3.click "Forms" icon in Database pane
4.click "Use Wizard to Create Form()"
5.select Table1(表格1) in "Tables or queries"
6.move all of entries from "Available fields" to "Fields in the form"
7.Click "Next" 
8.Click "Next"
9.Click and choose the different item of Arrangement of Main Form repeatedly
you can find that the word discription has overlap shadows, but if you 
minimize this window and then maxmize it, you will find that display correctly

I can't reporduce this behaviour on my linux systems in
* OOH680m17 via vnc java 1.6.0_06 (OOo2.4.1)
* DEV300m13 via vnc java 1.6.0_06 (similar to OOo3.0 beta)
* SRC680_m234 native (Gentoo Linux - GeForce 6600) java 1.6.0_02

I also analyse it with Chinese resources/fonts, always works for me.

Please give some more information about your system.
Are you using an ATI gfx card?

At the moment I set this bug to 'Works for me'.
