The interface doesn't move text.
To reproduce this behavior just start your office with parameter

"-accept=socket,host=0,port=8100;urp;" 

and call inside a solar shell:

checkapi -o svx.SvxUnoText::com::sun::star::text::XTextRangeMover

As discussed with CN: retargeting to OOo3.x since that one never worked so far.
That is nothing is broken compared to previous versions.
