The Office Service Tag registration which has been integrated in OOo 2.3.1 does
only run on the very first start.

- install Office
- start Office
- close the office
- install service tags (downloadable at sun.com)
- wait until all service tags services are running
- restart the office
- check servicetag.xml in <systemdrive>:\Documents and Settings\ All
Users\Application Data\Sun\servicetag
- the Office entry is missing
- delete the Office user layer and restart the office
- the Office entry in servicetag.xml is present
- expected: Office should add his entries also after the service tag installation

MD: This issue has already been fixed by Andreas Schlüns (as) in CWS fwk84.
MD: Since the current implementation is broken I will mark this as important to
be fixed in OOo 2.4 release.
