Confirmed it in OOo3.0RC1 on WinXP. 
I think it should be an enhancement.

What happend:
For the validity, the down-arrow overwrites the next cell,
and you can't see what is under that arrow. Even if you 
change the size of the cell it won't make any difference.

What Should Happen:
like the filter down-arrow, it is inside the cell.

How to reproduce:
1 Enter some characters in a cell such as D5
2 Select C5
3 Data -> validity, see the validity dialog.
  In this dialog, Criteria tab -> Allow (List) -> Entries 
  e.g. test1(linefeed)test2(linefeed)test3(linefeed)
  then OK
