In Java you can import XMailServiceProvider, XMailMessage and all the other
stuff, but XMailServer has no resources, only a documentation.

@ eberlein: Can please retry with a more recent OOo version? The last stable
version is 2.3.1. If you would try with the release candidate of OOo 2.4 would
be great.

Checked it with 2.3.1 (WinXP), XMailserver.class is missing again
($install\program\classes\unoil.jar).

the bug is not that this interface is not part of unoidl, the bug is that it is
documented. Only the IDL exists it is not integrated in the makefiule and no
implementation exists. I don't know the current state of this type but it won't
make sense to include it in unoidl so far.

XMailServer is dead. 
XSmptService/XMailService are in use.
