RTF: complex table imported as single tables in frames

I get ballots from an ISO technical committee in RTF format. If I open the file with my old MS Word 2000, I get a properly formatted document, but when I open it with OpenOffice 2.3.1, I get a garbled document. I have posted the RTF file at http://www.optstd.org/sc5N439webballot.rtf. I have also posted a PDF file printed from MS Word 2000 showing what the document should look like, http://www.optstd.org/sc5N439webballot.pdf. I then posted a PDF file displaying what OpenOffice Writer shows when it opens the file, http://www.optstd.org/sc5N439webballotOpenOffice.pdf. I am using version 2.3.1 on an XP Media Center Edition with Service Pack 2.

Gene, please read http://qa.openoffice.org/ooQAReloaded/Docs/QA-Reloaded-BasicRules.html For the future, please report only one problem inside one issue. Thanks for your patience. However, Problem regarding form fields from RTF is tracked as issue 64040. The "Image" is a drawing shape; these are currently not supported by OOo's RTF filter. Already tracked as issue 3790. In this issue we will care about the reported table problem.
MRU->HBRINKM: see at the top of the attached document, there is a complex table. This will be imported in many single parts; every inside a text frame.
Reset assigne to the default "issues@openoffice.apache.org".
