A submitter of an extension (extensions.services.openoffice.org) should be able
to provide localized release notes for an extension. 

When generating the update feed, these information should be put into the
<release-notes> tag, so that the update dialog of OOo can show the "localized"
release notes link. The release notes web page would be choosen by the Extension
Manager to match the locale of the office.

These localized release notes can be shown on the web page similar to the
display name. The algorithm for determining the locale must be the same. See
issue 86566.
