Picture size in frames changes when opening submenu

A new issue was introduced with OOo 2.4 This issue seems to be created by fixing issue 64137. Reproduction: 1. Start OOo Writer 2. Insert a picture in an empty document 3. Add a caption to the picture by right-clicking on it and selecting caption. 4. Resize the frame which was now introduced (the picure will also resize) 5. Now select the picture (only the picture, not the frame) and jump to the right-click menu. 6. Select "picture" in the right-click menu. 7. Now a new window opens. Just click "ok" and the picture will change it's size. The problem is that in the picture submenu, the size of the picture is does not have the actual values. By clicking "ok" they are reset.
The same problem with OOo 2.4 RC4 (german): openSUSE 10.2, kernel 2.6.24.3-default.
Not always reproducible. I tried it twenty times and had one malfunction. Always with new document and sometimes after restarting OOo (quickstarter not enabled). In case of malfunction multiple size changing afterwards (same picture in same document) were ok.
I found out, that this happens, when the "Type" page of the graphic properties dialog is active. MRU->OS: insert a graphic with caption, open graphic property dialog -> on the "Type" page the size values are wrong now.
Just reproduced this bug with OOo 3.0. The annoying thing is, that it is not really possible to change a thing in the picture submenu, when a frame (caption) is used. In the first two tabs (when "ok" is pressed and the frame has been resized some time before) each time the picture is resized (out of the frame). Could this issue be adressed in OOo 3.0.1 so that documents with picture and captions are possible in OOo? Seems to be a blocker for 3.0.1 for me.
Could this issue be handles in OOo 3.1?
Could this issue probably be handled in OOo 3.2? When writing big documents using OOo it is very annoying that the picture menu is not accessible (without changing the document).
