Impress automatically plays media files (MPEG movies) insert onto slides
automatically during a slide presentation, rather than waiting for the user to
manually begin the media file.

This is not linux only. Change OS to all.
It's an enhancement.

I have successfully replicated the bug on Windows 7 Ultimate in OOo-dev 3.4.0 DEV300m106 Build 9582. This isn’t limited to MPEG video files, as AVI video files are playing automatically as well. 

Steps to reproduce:
Click on the insert drop down menu near the top
Click on Movie and Sound
Select a movie
Run the presentation and navigate to the slide which the movie was inserted on
