At least on wntmsci10.pro OOH680m12, in a session without administrative rights,
"Tools - Options... - Internet - Mozilla Plug-in - Enable" causes the plug-in to
be registered
(HKEY_CURRENT_USER\Software\MozillaPlugings\@sun.com/npsopluginmi;version=1.0 is
created), but on a second visit to "Tools - Options... - Internet - Mozilla
Plug-in" the "Enable" box is not enabled.  The reason is that lc_isInstalled in
svx/source/dialog/winpluginlib.cpp:1.5 does not look under HKEY_CURRENT_USER at
all if it has found HKEY_LOCAL_MACHINE\Software (even if that has no appropriate
subkey).

setting framework for a better searching.

and it seemas to be only Windows Vista.

I can reproduce it with OOO310_m9
