When outlining, as soon as cursor is placed in an area of page that is not
within an outline, the outlining toolbar disappears. There are items on the
outlining toolbar that can be used in an area that does not contain outline,
like initiating a new outline from that point. Thanks.

MRU->OS: the numbering toolbar will not be persistent even when I enable it via
View.Toolbar.Numbering&Bullets. It will disappear as soon as you enter a
numbering context and leave it again.

The automatic toolbars like numbering, table and others cannot be switched on
permanently. The setting in View/Toolbars can only switch it off permanently. 

A setting like On/Automatic/Off would be required.

As this is not a defect and not related to Writer only:
Compnent chagned to framework, Issue type changed to Enhancement and reassigned
to requirements.
