WW8: exported Headers/footers disappear after a table-of-contents

When saving a document with headers and footers in OOo 2.4 as Word 97/2000/XP .doc, the headers and footers are only shown in MS-Word on the pages before the Table of Contents. The rest of the pages do not have headers and footers anymore. The same ODT document saved as Word 97/2000/XP on OOo 2.0 (The one in Debian Etch) works fine in MS-Word, so this is a regression. The problem appears to be caused by the section breaks around the Table of Contents. I will attach two ODT documents and their respective .doc output in OOo 2.4. Both documents are identical, except that one has a Table of Contents on page 3 while the other does not. Later today (when I get home) I will also post those .doc files as saved by OOo 2.0, which do work correctly in MS-Word.

MRU->HBRINKM: see attached document, when exported to WW8 format, there will be shown no headers/footers anymore on the pages following the TOC when opened in MS Word. There is no other page style used then "Default" so the document is not complex anyway.

I have just attached a conversion made with OOo 2.0.4 (as shipped on Debian Etch) to show that this is a regression. The export made from OOo 2.0.4 does work in MS-Word.
@henning: sorry, but I would like you to talk to your manager... ;-) target 3.1 is not a good idea, IMO
I agree. This is a pretty bad regression for anyone using OOo in a mixed environment (read: interacting with MS-Word). If you want to start pushing OOo3 in the corporate world, this should really be fixed for 3.0, not 3.1

Do we know why those section breaks are being inserted? I believe that they are the real issue. A secondary issue is that, when the section break is inserted, the next section doesn't inherit the headers and footers of the previous section.
Analysis: Testing on DEV300_m102. The headers and footers are imported and exported. OOo and Word display them. However on export of the ODT two extra section is inserted to the DOC, one starting with the TOC and the other starting just after the TOC. TOCs in OOo are embedded in sections, thus I consider this correct. => Works for me.
