Re-use the new good-looking bluish StartCenter background as application
background in Writer and get rid of the old light gray background.

There is a chapter "Future Feature Specifications" in the Startcenter spec [
http://specs.openoffice.org/appwide/start_center/start_center.odt ] which declares:

"Application Background

The gradient background shown inside the backing window of the start center is
also shown in Writer, Impress and Draw."

But no issue number is available in the spec for this.
