Regression found on 2.4.1 and 2.3.1. Was correct in 1.1.5.

Put a FormattedField control in a dialog (see next attachment).
Set the format to, for example:
in french(FR) : 31 décembre 1999 23:59:59
in English (USA) : Friday, December 31, 1999 
or : Fri, December 31, 1999
or : 12/31/1999 23:59:59

Both with dialog Test mode and at run time, the control displays the date serial 
number instead of a formatted date.

Reproducible with "AOO 4.0.1   – German UI / German locale  [Rev. 1524958 2013-09-20 11:40:29]" on  German WIN7 Home Premium (64bit)", “historic”  4.0  User Profile used for all  predecessor versions:

0. Allow Macro execution in Security settings, relaunch AOO
1. From AOO Start center start reporter's sample document
2. Menu 'Tools -> Macros -> Run Macro -> FormattedFieldDate.odt -> FormatDate'
  [Execute]
   Bug: "Date et heure" message appears, shows Number Value "36526"
        instead of "01.01.2000"
3. [Ok]
   > A Date - Time value will be shown correctly

Additional Info:

(a) Was still ok with OOo 2.0.2
(b) Still Reproducible with server installation of "AOO 4.1.0-Dev – English  UI 
    / English locale - [AOO410m1(Build:9750)  -  Rev. 1554205 - 2014-01-01]" 
    on German WIN7 Home Premium (64bit)", own separate user profile.
(c)  Already reproducible with  Pre-3.4.0 (OOo 2.3.1), but because of crippled  
     Version selector (Bug 123063) no useful info can be contributed
