in DEV300_m23 (german version) for Mac PPC in dropdown "Datei" ("file") the
option to select "Zuletzt benutzte Dokumente" (last used documents" is missing
if no document is active
1) open any document
2) click "Datei" (file)> the option "Zuletzt benutzte Dokumente" (last used
documents") is available
3) now shut all open documents
4) menu bar shows "" and "Datei" > click "Datei"
5) option "Zuletzt benutzte Dokumente" is missing
DEV300m23 (build: 9326), de-version, tested on ibook 1.2GHz PPC G4 with MacOSX

I can confirm this issue with DEV300m25 en-US build. Clicking the dock icon doesn't activate the start 
centre either.
