In Sun Report Builder menu item Format -> Page is not accessible.

To reproduce the problem:

- install OOO-dev-DEV300-m23-Win32
- install sunreportbuilder version 1.0.4
- select create report in design view

Menu Format/Page is grayed out, print settings are limited to default printer
and default options.

confirm, set target and send to the right developer

in DEV300_m17 the menu item is not disabled
