This has been confirmed by various users of Gentoo. Setting LC_ALL to 
de_DE.utf8 (de_DE is german) for example will result in 

/usr/bin/soffice: line 254:  8167 Speicherzugriffsfehler  "$sd_prog/$sd_binary" 
"$@"

Speicherzugriffsfehler is german for Segmentation fault. This seems to be 
reproducible also for other languages as users have reported the same behaviour 
for en_EN.UTF8 and it_IT.UTF8.

I have no problems so far with LC_ALL set to de_DE or de_DE@euro.

This is what is in my /etc/locale.gen:

de_DE ISO-8859-1
de_DE@euro ISO-8859-15
de_DE.UTF-8 UTF-8

locale -a prints out the following:
C
de_DE
de_DE@euro
de_DE.utf8
POSIX

No such problems with version 2.4.0.

We've never been able to reproduce. As discribed in the gentoo issue it doesn't
happen with OOo 3.x
